There are many reasons that a child may enter the foster system. In some cases, the parents of the child have been severely injured or killed and the child has no remaining close relatives willing to take the child into their home. Children of all ages from all different backgrounds exist in each state’s foster care system and await adoption by a caring family. These children often include:

The Department of Social Service will take into account these criteria as well as the income level of the adopting family and will determine how much adoption assistance the state will provide to the family. The amount of these adoption assistance payments varies from state to state.

Adopting from foster care is advantageous over other types of child adoption, such as international adoption, because there is no cost to adopt a child who is in foster care. Most states utilize an adoption exchange program, which connects children who need homes to the families who wish to adopt a child. These programs provide additional resources to families hoping to adopt in order to help facilitate the adoption. Staff from the program answer all questions from families interested in the process and keep updated information about the children and their adoptive status.

There are thousands of children in foster care in each state. Many of these children are there temporarily, while other children are awaiting permanent adoption after a termination of parental rights for reasons such as abuse or neglect.
